Overview
HB 901, the Protecting Aquatic Mammals From Living in Pools or Restraints (PROTECT FLIPR): A Cetacean Display Ban Act, would prohibit the exhibition of captive cetaceans in Hawaii. The findings section of the bill detail the complex cognitive and emotional capabilities of cetaceans and how captivity causes them enormous suffering. The bill was introduced in January 2023 and referred to three Senate committees.
